This plugin will order your links randomly, during each build. It basis the random order in a more advanced way that the Build_Random plugin, based on the beginning charachter of the Title, and the time the build was run. This gives you a GREAT way to re-order your categories, whilst still enabling you to have "Featured" links, show up before normal listings. This plugin is fully automated, to once its installed, you shouldn't need to do anything more.
